Preparation:
Combine phase A and stir B slowly in it.Combine phase C without Carbopol, heat to 65°C, then disperse Carbopol.Incorporate phase C into A/B while stirring. Homogenize.Neutralize to pH 5.5-6.0 with NaOH.
